Medicare and Health Insurance Help Across Dauphin County, PA

Dauphin County residents have access to major health systems, state government employment, and Penn State Health facilities — but navigating insurance decisions in this environment takes more than a quick comparison tool. I'm Wendy Tribioli, a Registered Nurse and licensed insurance consultant serving Harrisburg, Hershey, and the surrounding communities of Dauphin County. I bring 20+ years of clinical and billing experience to every conversation, so the guidance you receive is grounded in how insurance actually works — not just how it's marketed.

Why Dauphin County Residents Come to Me for Insurance Guidance

Dauphin County has a distinct insurance landscape. A large share of residents are current or retired state employees, many of whom are navigating the transition from state employee benefits to Medicare for the first time. Others are employed by Penn State Health, UPMC Pinnacle, or one of the many healthcare and government contractors based in Harrisburg. Each of these backgrounds creates a different set of questions — and a different risk of choosing the wrong plan.

I work with clients across Dauphin County who are:

  • Approaching Medicare eligibility and unsure how it coordinates with their state or employer retiree benefits
  • Retired state employees evaluating whether to keep their SERS or PEBTF coverage alongside Medicare or replace it
  • Self-employed individuals and early retirees looking for health coverage outside of an employer group plan
  • Caregivers helping a parent or spouse sort through Medicare Advantage, Supplement, and Part D options
  • Individuals dealing with insurance denials, billing disputes, or long-term care planning questions

Whatever brought you here, my process starts the same way: I listen to your full situation before I recommend anything.

Long-Term Care Planning and Consulting Services in the Harrisburg Area

Medicare and health insurance are only part of the picture for many Dauphin County families. Long-term care — the cost of home health aides, assisted living, memory care, and nursing facilities — is one of the largest and least-planned financial exposures facing older adults. Medicare covers very little of it, and Medicaid eligibility requires careful advance planning.

I offer long-term care planning consultations that help families understand their options before a crisis forces the decision. If you or a family member already has a long-term care policy, I can review it, explain what it covers, and assist with the claims process when the time comes. For clients navigating Medicaid eligibility or Social Security disability applications, I provide guidance and representation through those processes as well.

Health Insurance for Self-Employed and Early Retired Dauphin County Residents

Not everyone coming to me is on Medicare. A significant portion of my Dauphin County clients are between careers, newly self-employed, or retiring before age 65 — and they need health coverage that doesn't require an employer to provide it.

Pennsylvania's Pennie Marketplace is one option, and I'm well-versed in helping clients understand their subsidy eligibility, plan tiers, and how income changes can affect their coverage mid-year. For self-employed individuals, I also evaluate whether an individual plan, a health sharing arrangement, or a short-term bridge policy makes the most sense given their income structure and health history. Early retirees face a particularly narrow window — too young for Medicare, potentially too old for the lowest-cost Marketplace plans — and getting this decision right matters.

I also assist clients who travel internationally with finding travel medical insurance that provides real coverage abroad, not just emergency evacuation.

  • I'm a retired state employee. Do I need Medicare if I already have SERS or PEBTF retiree coverage?

This is one of the most important questions I work through with Dauphin County clients. Depending on your specific retiree benefit plan, Medicare may coordinate with your state coverage, supplement it, or in some cases replace it more cost-effectively. The right answer depends on your plan details, your health needs, and your budget — I walk through this with you before you make any decisions.

  • When is the Medicare Annual Enrollment Period, and can I change plans outside of it?

The Annual Enrollment Period runs October 15 through December 7 each year, and changes take effect January 1. Outside of this window, you may qualify to change plans if you have a Special Enrollment Period triggered by a qualifying life event — such as moving, losing other coverage, or changes in your plan's service area. I help clients determine whether they qualify and what their options are.
